It was forged by the awesome Mage Lords of Saphery in the time of the first incursions of Chaos. It was gifted to Teclis by the former High Loremaster on the eve of the young mage's departure on the quest for his brother Tyrion. It empowers its wearer with all the knowledge of magic gleaned by the High Elves over their thousands of years of study, raising him beyond any other mortal wizard.
